MOFR Meeting Minutes

 

Held July 10, 2001 at the Eco-Domes

The beginning of the meeting consisted of the attendees introducing themselves.

David conducted a slide presentation to stimulate discussion on how MOFR can work in many communities across the state, modeled after The WATER Foundation’s Eco-Auto programs and other cause marketing business models. The MOFR steering committee had agreed in the previous meeting (3-23-01) that the Brainerd Lakes Area program (LAMOFR) will be the first community program set up as a role model, pilot program and case study for other MN communities by the founders (The WATER Foundation, MN OEA and Earth’s 911).

These minutes will not contain the presentation notes from David since that information is available on the MOFR website, rather, these minutes are of the comments made aside from and in addition to the presentation.

Jane Van Hunnik representing The Mississippi Headwaters Board informed the group that they have 22 schools monitoring nine characteristics of water. They do not however, currently monitor oil in the water. They would like to participate and suggested that they might be able to begin this fall. She gave Tammy Fairbanks of her organization as the contact for the project.

Laura Lott from the Como Lube in Duluth explained their company’s business and what they do with used oil and filters they pick up from their customers. The Como Stores sell used oil to mobile Asphalt Burners. They also sell filters as scrap metal for $10-$15/ton. Laura said that Como would be willing to provide names of Lakes Area companies that they do business with in order for us to use as a contact list of potential participants. Como Lube was also asked to sponsor the program.

The conversation then shifted to the MN PCA. This organization is responsible for ground water monitoring from oil pollution, especially around tanks and industrial sites. Perhaps they would have facts on how oil impacts our ground water which we can share through MOFR community programs.

Doug Morris stated that the first step is to simply stop people from dumping oil. To do this, we need to come up with an effective education program that will encourage people to recycle like MOFR.

David explained how the MOFR radio campaign is working statewide through TWF and the Minnesota News Network. CDs of the radio spots were handed out, along with MOFR Community kits which had been created by TWF. Bob Meier thinks it would be important for us to also have radio spots targeted at owners of ATVs, boats, snowmobiles, small tractors, and other recreation related vehicles. TWF will develop several radio script ideas and send to Bob and others for their input. The group agreed that this segment of the population is probably a better target for the MOFR message because they own multiple vehicles and change their own oil on the smaller engines.

Sponsors were then suggested: John Deere, Arctic Cat, Polaris, Winnebago, Skidoo, Mercury Motors, Boat companies, etc. GenMar was suggested as a likely candidate to sponsor this…some contacts mentioned are Grant Overgard from Walker and Irwin Jacobs from Minneapolis. The Leech Lake Reservation may also be a potential participant/sponsor. The contact there would be Gerald White. Other casinos were mentioned, as well as the state lottery fund, since their funds are to be used in part for helping the environment.

Mary Wenck had the idea of talking to the state Licensing Department/DMV about the project as well. They could possibly serve as a great way to get information circulated on MOFR to each applicant of a motor vehicle license.

Kelli Huxford shared that as the PCA office in the Twin Cities has a live cam on their web site, perhaps we could also have a "frog cam" for our MOFR website as another reason for people to visit the site.

David suggests that in order to successfully conduct a print/website campaign, we need a nice, solid logo for MOFR. This needs to be something simple that people can "get" in five seconds and identify the program. TWF will develop logo ideas and send out with the minutes of the meeting for committee input.

Bob has a contact with the Minnesota State Lottery to possibly do some lottery tickets or pull tabs with MOFR logo or Bog Frog on them. The lottery may have funding dollars that can be allocated locally for use in the LAMOFR program. The entire group agreed that it would be a good idea to solicit funds from the lottery program the MOFR program.
